It would be unfair to write this series as if Mexican policy had not moved. It moved, and in the right direction on several fronts. Plan México, presented in January 2025 and folded into the National Development Plan, is the first explicit industrial policy in decades, and its targets converse directly with everything argued here: investment above 25% of GDP from 2026 and 28% by 2030; 50% domestic supply in strategic sectors; fifteen more points of national content in global value chains; half of public procurement directed to national production; 150,000 technicians and professionals a year trained through dual education; a digital single window cutting investment lead times from 2.6 years to one.
